Foreign Office, April 12, 1912. I HAVE received your despatch No. 109 of the 5th ultimo relative to the importa- tion of Indian opium into the province of Chekiang. 1 observe that the two notes to the Wai-wu Pu enclosed in the above-mentioned despatch are dated the 27th February and 4th March, that is to say, subsequent to the formation of a united Government. The Wai-wn Pu are therefore not in a position to repudiate responsibility for control over the provincial authorities.

If you do not receive a satisfactory reply to your communications on the subject within a reasonable time you should address a further note to the Chinese Government, informing them that any losses occasioned by the conduct of the provincial authorities will eventually be claimed from the Central Government.
